Niagara Police responding, after a judge blasted officers for abusing their authority.
In his civil court ruling this week, Judge Raymond Harris said the officers who stopped 30-year-old Michael Parsons on the outskirts of Niagara Falls weren't in danger from Parsons.
Parsons sued the Niagara police service and five of its officers for negligence, false arrest and assault, among other things.
Chief Wendy Southall says they respect the findings of the court and plan a comprehensive internal response.
But because the incident happened 5 years ago, disciplinary charges would be "problematic".
