Tempers flared at Niagara Regional Council as controversial St. Catharines councillor Andy Petrowski made his return after a three month leave of absence.
Petrowski returned to council but failed to issue an apology as he was ordered to by the region's integrity commissioner for embedding a pornographic photo in a response to an email sent out by regional staff.
Welland councillor Paul Grenier challenging Chair Alan Caslin on the issue, asking can Petrowski be expelled if he doesn't say sorry?
Caslin, in consultation with the region's solicitor, replied nothing can be done under the Municipal Act.
St. Catharines councillor Brian Heit responding if we don't get an apology I will introduce a motion to cut his pay for 90 days at the next council meeting.
Petrowski says he plans to publically apologize by September 29th.
But that wasn't the only issue surrounding Petrowski's return, council learning the councillor was well within his rights to bill the region over $44,000 for legal expenses he incurred fighting the release of an integrity commissioner's investigation in court.
In response, council passed a motion adopting an interim expense account policy for councillors.
