An integrity commissioner has ruled that Regional Chairman Alan Caslin broke no rules when he wrote to Premier Kathleen Wynne to voice support for a 1.5 billion dollar development in Niagara Falls at Thundering Waters.
In a report to Regional Council last night, Collingwood lawyer Harold Elston said the assertion that Caslin violated the Region's code of conduct were unfounded.
The complaint was filed by local activist Ed Smith who felt Caslin contravened the code by reaching out to the Premier without the support of Council.
Elston was hired to investigate the Caslin complaint as the Region's interim integrity commissioner John Mascarin cited a conflict, as his law firm is representing the Thundering Waters Developers.
The Thundering Waters project gained notoriety over a provincially significant piece of wetlands on the site.
The developers had originally sought to have the wetlands moved in a process called bio-diversity offsetting.
However, that plan has apparently now been scrapped.
