Alan Caslin becomes the second Regional Chair who has not been re-elected to the council chamber.
His four years in that position have been full of controversy with the most recent incident being the controversial extension of CAO Carmen D'Angelo's contract.
In August, Caslin was confronted in chambers about whether he had the authority to unilaterally extend the contract.
In September the province's Ombudsman agreed to the investigation of the entire CAO hiring process, that has been tainted with allegations that staff from the regional chair's office provided help to D'angelo when he was applicant for the job and investigate the CAO contract extension.
That report is expected to take a few months, but St. Catharines voters decided the controversy was enough and have voted Caslin out of office.
Caslin will have one more meeting as Regional Chair set for November 1st.
Caslin received only 1.4 percent of the vote coming in 20th place out of all St.Catharines Regional Councillor candidates.
