A spokesperson for the city, says the two have reached an out of court settlement and therefore all charges are dropped.

The security guard accused Matthews who is a resident of the building, of trying to break into her car and when she confronted him and his friends, Matthews dropped his pants, grabbed his buttocks but left his underwear on.
