City councillors will decide tomorrow whether to ask the province for a judicial inquiry into the Red Hill Valley Parkway.
Council will meet in camera with an outside lawyer who will outline options for an investigation into a hidden report from November of 2013 that found issues with traction on the highway.
Meanwhile, Councillor Lloyd Ferguson will take part in the vote even though he was once the head of Dufferin Construction, the company that built the RHVP.
Ferguson says heretired before the roadway was paved and had sold off all his shares in the company.
The province's integrity commissioner has given Ferguson the all clear to take part in tomorrow's vote.
