The fire has been contained, and fire fighters remain on scene.
The cause of the fire remains under investigation
No injuries have been reported but two dogs were rescued from the building.
Town of Grimsby Fire Chief Mike Cain says residential units in the building would have been required to have working smoke alarms, but the building itself would not be required to have a fire alarm system.
It is unknown how many people have been displaced.
Reception Centre for those affected has been set up at the Peach King Centre.
Anyone affected by the fire can also call 211 for information.
A debriefing for residential tenants impacted by the fire will be held tomorrow 10am in the Council Chambers, Grimsby Town Hall. The debriefing for businesses will take place at 11am.
