So far the federal and provincial governments have made $186 million on legalized pot.
The federal government got $55 million in taxes while provincial governments made $131 million.
Michael Armstrong, associate professor of operations research at Brock University tells CKTB's Matt Holmes the numbers fall short of expectations.
"It's less than what the governments had thought they'd get if you look back a year ago at their plan. But that's simply because excise tax and sales tax are based on how much cannabis gets sold legally and those legal sales haven't been as high yet as originally thought."
The numbers are expected to rise in the second half of the year as additional cannabis retail outlets are scheduled to open.
Armstrong says it's going to take a couple of things to get those profits up:
"The main thing that has to happen is we need more cannabis legally sold. The second thing we need are the edibles, all the other things that can be made with cannabis. All the foods, the beverages, the smokeable or vapable oils."
