Questions surrounding the accident plagued Red Hill Valley Parkway will be front and centre when city council meets today.
Council will consider whether to request a judicial inquiry be held into a 2013 report hidden from the public that revealed friction levels on the ashpalt are substandard.
As well, council is expected to debate whether to order more friction tests and whether the levels contributed to a series of crashes on the highway.
City officials say if council decides to retest the surface, the testing will be done ahead of repaving slated to begin this spring.
