How did an audio recording of an in-camera meeting of Niagara's Regional Council end up in a reporter's hands?
The St.Catharines Standard has received an audio recording from an in-camera meeting last July when councillors confronted former CAO Carmen D'Angelo with questions about his hiring.
Welland Regional Councillor Pat Chiocchio tells CKTB he is concerned about the audio leak saying councillors sign agreements stating that in-camera discussions are kept confidential.
He says while some municipalities record in-camera meetings, how the tape ended up in the media's hands is an issue.
He says he doesn't know how to stop it from happening again other than taking all cell phones away before councillors go behind closed doors.

D'Angelo's hiring as well as a controversial contract extension is still under investigation by the Ombudsman's office.
The former CAO has also filed a 1.15 million dollar lawsuit against the region citing constructive dismissal.
