The jury at the inquest into the fatal police shooting of a black man carrying a hammer is recommending officers be trained on implicit bias and anti-black racism.
That's one of 39 recommendations made by the jury, which ruled the death of 45-year-old Andrew Loku two years ago was a homicide.
That is not a criminal finding but means only that a person killed another person.
The lawyer for the officer that shot Loku told the inquiry police fear of a black man clouded their judgment.
The death of the father of five in July 2015 sparked days of protest from Black Lives Matter.
