Less than three dozen people turned out for a public meeting on the city of St. Catharines' proposal to adopt a dual duty councillor model in time for the next municipal election.
City council wants to see half of its members serve on both local council and regional council.
The city was told by regional councillors it must get more public input on the plan before they give it the green light.
The region has also released a video to explain the plan to local residents.
