A member of the Niagara Falls, New York water board has apologized for the smelly black water the agency has been releasing into the Niagara River, but he says it won't stop.
Nicholas Forster, city council's appointee to the Water Board, appeared before council last night saying without millions of dollars in improvements the utility has no choice but to keep dumping untreated sewage into the waterway during heavy rainfall.
The issue coming to light in July when a large black plume was spotted near the Maid of the Mist boat dock.
Forster says it would cost upwards of $20 million to move a discharge pipe away from the dock, and switching to a more environmentally friendly treatment process for sewage would cost close to $100 million.
He adds even if we had the money, it would take another five years to make the improvements
