Officials for the Niagara Falls Water Board says they are taking steps to prevent another black water plume.
In July of 2017 tourists were greeted with black smelly water in the lower Niagara River, drawing condemnation from local politicians.
New York state fined the water board $50,000 after the foul smelling water was blamed largely on human error.
The incident also highlighted the need to update the wastewater treatment plant.
Officials say they have now made changes that should prevent any more discharges, and additional upgrades will take place over the next two years.
