The Niagara Regional Police Service is asking protestors in Niagara-on-the-Lake to reach a solution.
For the past few years, an animal rights group has been protesting the use of horse drawn carriages, followed by counter protesters supporting the practice.
Police issuing a statement today saying they do not want the matter to escalate or continue.
They say they are taking the unprecedented step to publicly request all sides to enter into meaningful discussions and negotiations.
Inspector James McCaffery (2 District Commander):
"Our officers will continue to do their duty as it relates to all parties involved in the ongoing dispute over animal rights and the carriage businesses in Niagara on the Lake. We will maintain our neutrality and continue to manage the situation using discretion, education and where required enforcement. We will continue to avail ourselves to both sides for discussion, as the maintaining of the public peace and safety for all those involved and the community remains paramount to our officers."
