The Special Investigations Unit will not be laying charges against a Hamilton Police officer after the death of a Brock University student.
In early December, 19 year old Yosif Al-Hasnawi was shot and killed when he tried to intervene as two men harassed an older man outside a mosque.
After the incident, witnesses on scene raised concerns about the officer's attitude, and argued it took too long for the young man to receive medical attention.
According to the report from the SIU, two officers arrived on scene just after 8:57 p.m., called for an ambulance at 8:59 p.m., and turned things over the EMS once they arrived on scene.
Initially the officers described 'minor injuries' after witnesses suggested the Al-Hasnawi had been shot with a BB gun.
However, the post mortem confirms Al Hasnawi died of a 'penetrating gunshot wound of the abdomen complicated by massive blood loss.'
Two paramedics have also been charged with failing to provide the necessaries of life after an independent investigation by the Niagara Regional Police.
