A win for the Ford government.
The Ontario Court of Appeal has granted a stay of a court ruling that found the province's plan to cut Toronto city council in the middle of a municipal election campaign was unconstitutional.
This means city staff can now begin planning for an election with 25 wards instead of 47.
The Tory government has promised it would not invoke the notwithstanding clause if it won the stay nor will they hold a vote on a revamped bill to cut council.
