The Ontario government offered to pay up to a million dollars for an outside contractor to help it cut costs in a sector supporting some of the province's most vulnerable people.
A contract looking for bidders was issued in August and obtained by The Canadian Press.
It seeks a management consultant to find ways to ``streamline'' the delivery of services to 40-thousand adults living with developmental disabilities.
The contract says consideration should be given to the government's savings targets, and the consultant should look at jurisdictions that have managed to reduce rising costs in developmental services.
A spokeswoman for Social Services Minister Todd Smith says the government wants to build a more sustainable and effective developmental services system and manage expenditures.
