The Region's former CAO is not the only legal battle officials are facing.
Former General Manager Chris Carter is also seeking more than $850,000, citing wrongful dismissal, moral damages for bad faith conduct, and 'intentional mental suffering.'
The documents obtained by the St. Catharines Standard show the papers were filed on February 1st.
Carter was fired by Acting CAO Ron Tripp in December.
The statement from Carter's lawyers claim he was used as a scapegoat in an effort to further the region's attempt to regain public trust despite an exceptional track record.
At the time of his dismissal, Carter was allegedly tied to several controversial politicians and events, including the illegal seizure of equipment belonging to a St. Catharines Standard journalist and a citizen blogger.
