Code of Conduct complaints were a common occurrence during the last term of Council but in letter contained in tomorrow’s regional council agenda reveals a more recent complaint.
Integrity Commissioner Edward McDermott has informed Council that there was no contravention of the Region's Code of Conduct by Councillor Dave Bylsma, following a complaint by former Niagara Peninsula Conservation Authority (NPCA) Communications Director Krystle Caputo.
Bylsma, the West Lincoln Mayor, took over as Board Chair of the NPCA after the municipal election.
The agency had been mired in controversy and was the subject of a critical report by Ontario Auditor General Bonnie Lysyk.
The circumstances of the complaint are not known.
Caputo went on leave from her position last February, around the same time former Interim CAO Dave Barrick departed the agency.
Barrick had promoted Caputo to a Director’s position.
In August it was revealed that Caputo was no longer employed by the NPCA.
