Organized Crime Reduction Minister Bill Blair says the shooting during the Toronto Raptors' N-B-A victory rally was an ``aberration'' that not's typical of Canadian society.
The former Toronto police chief says you can't prevent every random act of violence in a public space and says the shooting was not a black eye for Toronto -- but for the criminals who used guns with a wanton disregard for the safety of others.
Blair told reporters in Ottawa this morning that the victory celebration was overwhelmingly a joyous and peaceful event for the two-million people who attended and police were quick to intervene in a very dangerous situation.
Three people have charged with firearm-related offences after four people suffered non-life threatening injuries yesterday.
Police are still searching for a fourth suspect.
