The SIU has ended its investigation into the arrest of a 35-year-old man in Welland last month.
Niagara police were called to the area of Burgar Street and Victoria Street after several breaks and enters early on the morning on January 25th.
Police arrested a man who complained of pain in his left arm.
He was transported to hospital and diagnosed with a fracture.
The director of the Special Investigations Unit says the medical evidence indicates the man's injury occurred before his arrest and the investgiation has been terminated.
