The family of a St. Catharines man shot and killed by police on New Year's Eve expressing horror and shock after a video showing the dying man surfaced on social media.
The video appears to show the moments after Fred Penner was shot by two officers on the front lawn of a home on Rykert Street.
The video which was shot by someone claiming to be a neighbour shows police standing over the man, when one officer reaches down to Penner at 15 and 30 seconds.
It isn't until 60 seconds into the video that someone appears to get equipment to determine if the victim is still alive.
A family member tells the CBC, they just left him like a dog.
Penner died in hospital the next day.
The province's Special Investigations Unit was called in to investigate the shooting which took place after officers got into an altercation with a man allegedly armed with a knife.
