The City of Welland is appealing a hotly contested development charges bylaw approved by regional council.
The new bylaw features increased fees on construction to help with the cost of infrastructure.
The region says this bylaw is necessary or taxes in the region would have to increase to meet the demand. South Niagara communities argue it could negatively impact their ability to attract investment.
Welland Mayor Frank Campion told Post Media he believes the bylaw diverts growth to the west, leaving the south out in the cold.
Regional Chair Alan Caslin told the paper the region is willing to work with the southern areas and find a compromise that works for everyone.
A consultant will be developing a report for regional council to consider at their September 14th or October 5th meeting.
The appeal was filed with the Ontario Municipal Board on Monday.
