After the group had gathered, they walked down to Penners home at 71 Rykert Street.
Candles were placed on his front lawn, a prayer was said, and family members thanked people for coming.
One resident told CKTB she didn't know Penner personally, but lives in the area and the tragedy has affected the whole neighbourhood.
Other resident said he went to school with Penner all the way through from kindergarten up.
He says he only moved back to the area recently, and had been hoping they could reconnect.
Penner's niece Jennifer joined CKTB's Matt Holmes earlier today, and described him as a quiet man.
Penner was 56 years old.
