Western New York, including Buffalo and Niagara Falls, will begin a Phase 3 reopening today.
That means there can be larger gatherings up to 25 people, along with indoor dining.
Tattoo parlors, nail salons and massage therapy will also open.
Under Phase 3, restaurants have to reduce their occupancy by 50 percent indoors.
All tables, both inside and on patios, must be six feet apart and there is a 10 person maximum at each table.
Reusable menus must be disinfected after each use.
