Garbage collection continues to be an issue across the region.
The public works department says Emterra rarely met their contract requirements over the past two months.
The company completed collection on just 15 days between January 2nd and March 8th - and only 8 of those days where completed by their 6 p.m. deadline.
Supervisor in Collection and Diversion, Jennifer Wilson, says on average the Emterra failed to pick up garbage from 3,300 homes a day.
The company says they dealt with a number of weather related issues, vehicle problems, and are facing a staffing shortage.
An Emterra spoksperson says the majority of people coming in for a job are failing their drug and alcohol testing.
The current waste contract expires in 2021.
